The Pialligo clan lived near the area surrounding the modern Canberra Airport. These communities practiced careful land management—using controlled fire to rejuvenate vegetation, farming native yams, and hunting local wildlife as part of a balanced ecological system that sustained them for millennia.

Archaeological evidence supports this long history of habitation, with discoveries that include rock shelters, paintings and engravings, burial sites, stone tools, and ancient campgrounds. Some of these artefacts date back more than 21,000 years, making Canberra one of the longest continuously inhabited areas in Australia. Remarkably, the submerged limestone caves beneath Lake Burley Griffin once contained Aboriginal rock art, offering a glimpse into the spiritual and artistic life of the region’s earliest inhabitants.

The Murrumbidgee River—a major waterway running through the Canberra region—holds profound cultural significance. Ngunnawal men continue to conduct traditional ceremonies along its banks, traveling upstream to receive their Totems and fulfill their responsibilities for land management. The word “Murrumbidgee” itself carries deep meaning, derived from “Murrum” (Pathway) and “Bidgee” (Boss), signifying the river as a guiding and authoritative force in their culture.

The surrounding landscape is rich with sacred sites tied to Dreaming stories and ceremonial practices. Galambary (Black Mountain) has long been a site for men’s ceremonies and initiation rituals, representing the symbolic journey from boyhood to manhood. In contrast, Mount Ainslie is considered a place for women’s business, with both mountains often described as resembling a woman’s breasts—a natural form echoed in the traditional meanings and oral histories of the land.

Today, these sacred connections endure. The Ngunnawal and Ngambri peoples continue to practice their cultural traditions, teach younger generations, and care for Country. Their ongoing presence and custodianship remind Australians that Canberra’s story begins not with the founding of a capital, but with tens of thousands of years of deep spiritual, cultural, and ecological knowledge that still shapes the land and its people.

The first recorded British expedition into the area was led by Charles Throsby in October 1820, followed by several other expeditions between 1820 and 1823. In June 1823, explorer Mark John Currie produced the first accurate map of the region, which was then known as the Limestone Plains due to its distinctive geology.

British settlement began soon after. In late 1823, James Cowan, head stockman for Joshua John Moore, established a sheep station on what is now Acton Peninsula. Moore had received a land grant that same year and formally applied to purchase the property in 1826, naming it “Canberry”—a name inspired by the local Aboriginal people. He was granted official possession of 1,000 acres (405 hectares) in 1827, marking one of the first permanent European settlements in the area.

Following Moore’s example, other settlers soon arrived to claim land across the fertile plains. Around 1825, James Ainslie, working on behalf of merchant Robert Campbell, was guided to the region by a local Aboriginal girl from the Pialligo clan. Campbell subsequently established his property, first called Pialligo and later renamed Duntroon after his ancestral estate in Scotland. The Campbells built a dairy in 1832, now regarded as Canberra’s oldest surviving European structure, followed by the stone homestead that today serves as the officers’ mess of the Royal Military College, Duntroon. Campbell’s family also encouraged settlement by other farming families, including the Southwells of Weetangera.

Other early colonial landowners included Henry Donnison, who founded the Yarralumla estate in 1827—now the site of the official residence of the Governor-General of Australia—and John Palmer, who established the Jerrabomberra property in 1828. In 1829, John MacPherson created the Springbank estate, becoming the region’s first British owner-occupier.

As the small colonial community grew, social and religious institutions began to form. The Anglican Church of St John the Baptist, located in Reid, was consecrated in 1845, making it Canberra’s oldest surviving public building. Its adjoining churchyard holds the earliest European graves in the district, and the nearby St John’s School, also opened in 1845, became the first school in Canberra, educating the children of local settlers, including those from Blundells Cottage—a humble sandstone home built around 1860, which still stands today as a heritage museum.

Several potential sites were surveyed, including Bombala, Albury, Tumut, and Dalgety. In 1904, Dalgety was initially chosen under the Seat of Government Act, but the New South Wales government refused to cede the territory. After continued negotiations, an agreement was made in 1906 that the new capital would instead be located in the Yass-Canberra region—closer to Sydney and considered ideal for its geography and climate. Newspaper proprietor John Gale played a pivotal role by distributing his influential pamphlet “Dalgety or Canberra: Which?” to politicians nationwide, helping sway the final decision in Canberra’s favor in 1908. By 1911, the Federal Capital Territory was formally established.

That same year, an international design competition was launched to plan the future city. Despite a boycott by several British architectural bodies, 137 entries were submitted. On 24 May 1912, American architect Walter Burley Griffin and his wife, Marion Mahony Griffin, were declared the winners for their bold and visionary city design. Although the government initially considered a modified version of their plan, the Griffins’ design ultimately prevailed. Construction began in early 1913, with Minister for Home Affairs King O’Malley driving the first peg to mark the beginning of Canberra’s development.

The following year, the government invited the public to suggest names for the new city, receiving nearly 750 entries. On 12 March 1913, at a ceremony held on Kurrajong Hill (now Capital Hill), Lady Denman, wife of Governor-General Lord Denman, announced the chosen name: Canberra. The day is now commemorated annually as Canberra Day.

However, bureaucratic challenges soon followed. Disputes over authority and limited funding slowed progress, and despite a Royal Commission in 1916 reinstating Griffin’s original plan, he was dismissed in 1920. Still, his influence remained enduring—his geometric layout, parklands, and lake system would come to define the city’s character. By 1927, Parliament House officially opened, and Canberra stood as the physical embodiment of a unified Australian identity—born out of vision, compromise, and creativity.

Early city development faced significant challenges, with the Great Depression of the 1930s and World War II slowing progress. Several planned projects, including major cathedrals for the Roman Catholic and Anglican communities, were delayed or never completed, although the Roman Catholic parish church of St Christopher in Manuka was later remodeled into a cathedral in 1973, becoming Canberra’s only cathedral.

From 1920 to 1957, advisory bodies such as the Federal Capital Advisory Committee, the Federal Capital Commission, and the National Capital Planning and Development Committee oversaw expansion plans in the absence of city founder Walter Burley Griffin. However, their lack of executive power and the tendency for decisions to bypass their guidance caused inefficiency and slowed cohesive development.

Despite these challenges, Canberra hosted notable national and international events. In January 1939, the 24th Meeting of ANZAAS brought 1,250 delegates to the city, including the renowned writer H. G. Wells, who toured bushfire-threatened areas with Governor-General Lord Gowrie. The event coincided with a severe heatwave and the catastrophic Black Friday bushfires in Victoria, underscoring the growing prominence of the young capital on the national stage.

Post-war Canberra faced criticism for its scattered layout and underdeveloped infrastructure. Prime Minister Sir Robert Menzies initially considered the capital an embarrassment, describing it as “several suburbs in search of a city.” Over time, Menzies became a strong advocate for Canberra’s development, accelerating population growth, relocating government departments from Melbourne, and implementing housing projects to accommodate the expanding workforce. Between 1955 and 1975, the population grew by more than 50 per cent every five years, reflecting the city’s rapid expansion.

The National Capital Development Commission (NCDC), formed in 1957, was granted executive powers that ended decades of disputes over urban planning. One of its most significant achievements was the completion of Lake Burley Griffin in 1964, four years after construction began. The lake, a central feature of Griffin’s original city design, enabled the development of the Parliamentary Triangle and established Canberra’s iconic urban landscape. Since then, a variety of national institutions and important buildings have been constructed along its shores, solidifying Canberra’s status as Australia’s political, cultural, and administrative center.

Canberra’s 20th-century growth reflects a trajectory from a sparsely populated provisional capital to a planned, vibrant national hub, integrating the vision of its founders with the practical needs of a modern government city.

The modern era of Canberra began with a major political milestone: in December 1988, the Australian Capital Territory (ACT) was granted full self-government by the Commonwealth Parliament, a proposal first suggested in 1965. The territory held its first election on 4 March 1989, leading to the formation of a 17-member Legislative Assembly. Initially operating from temporary offices at 1 Constitution Avenue, Civic, the Assembly moved into permanent premises on London Circuit in 1994. The Australian Labor Party formed the ACT’s first government, with Rosemary Follett making history as Australia’s first female head of government. During this period, urban expansion also began in northern districts such as Gungahlin, signaling the city’s growing population and infrastructure.

Canberra has also faced natural challenges in the 21st century. On 18 January 2003, devastating bushfires swept through parts of the city, resulting in four fatalities, 435 injuries, and the destruction of over 500 homes. The fires also damaged key scientific infrastructure, including the Mount Stromlo Observatory telescopes at the Australian National University.

Despite such challenges, Canberra has celebrated significant cultural milestones. The centennial of the city’s naming in 2013 was marked by numerous events, including the unveiling of the Canberra Centenary Column at City Hill on 11 March 2014. Artistic landmarks further defined the city’s identity, such as The Skywhale, a hot air balloon sculpture by Patricia Piccinini, and StellrScope by Eleanor Gates-Stuart. In 2021, Skywhalepapa joined The Skywhale to create a public art installation symbolizing a Skywhale family, celebrated through themed pastries, beer, and music, reflecting Canberra’s creative spirit.

The city’s development and cultural vibrancy have earned international recognition. In 2014, the Organisation for Economic Co-operation and Development (OECD) named Canberra the best city in the world to live in, and in 2017, Lonely Planet ranked it the third best city to visit globally.

From achieving self-government to embracing art, science, and urban growth, Canberra has matured into a dynamic capital city—balancing administrative responsibility with cultural innovation and international acclaim.

Lake Burley Griffin serves as the centerpiece of Griffin’s plan. The land axis stretches from Capital Hill, the site of Parliament House, north-northeast across the lake to the Australian War Memorial at the foot of Mount Ainslie, ensuring a visually striking alignment with topographical landmarks. The water axis, forming the straight edge of the lake’s central basin, runs perpendicular to the land axis toward Black Mountain, while the municipal axis, parallel to the water axis on the northern side, became Constitution Avenue, linking City Hill, the Civic Centre, Market Centre, and the Defence precinct. The Parliamentary Triangle, formed by Commonwealth Avenue, Kings Avenue, and the lake’s central basin, remains the symbolic and administrative heart of Canberra.

Griffin also envisioned assigning spiritual significance to prominent hills such as Mount Ainslie, Black Mountain, and Red Hill, intending to cover each hill in a single primary color to reflect its spiritual value. This aspect of the plan, however, was never realized due to World War I and planning disputes, culminating in Griffin’s dismissal by Prime Minister Billy Hughes.

Beyond the central design, Canberra is organised into a hierarchical network of districts, town centres, group centres, suburbs, and industrial areas. The city has seven residential districts, each containing multiple suburbs and at least one town centre that serves as a focal point for commercial and social activity. This structured approach allows for both functional urban planning and community cohesion, balancing Griffin’s visionary design with the practical needs of a growing capital.

Today, Canberra’s urban layout stands as a testament to planned city design, integrating geometric elegance, topographical alignment, and functional districts into a capital city that continues to evolve while retaining the spirit of its original vision.
